i have a non turbo car and i bought a turbo hood like many other people do but it's making me wonder what all the air comming to the engine compartment is doing and could the air be forced towards the intake.

All the air toward your N/a engine is making your engine compartment DIRTY!!! that all, so don't wonder any more. (lol)

I saw an aftermarket replacement somewhere for the turbo hood scoop that reverses the scoop to make it a radiator heat outlet.

What if you could run some sort of ducting to your air filter? That would be kinda cool... probly look dumb... but it would work. Especialy if you had a Cold air box settup.
