Turbo to big?

Is a T04E with a 60-1 compressor in a .70 housing, the exhaust is a P trim with a 1.15 housing, to big for a street ported Turbo II? What RPM will it spool at?

I'm not that sure but to me it sounds good. I think a lot of guys recommend upgrading to that turbocharger actually. Not sure about what rpm it would reach full boost at.
