timing issues

i have a 88 with a 13b and its hard to get started and it floods really easily, even when its running and in park if i give it a couple of quick revs it will flood out. when it gives me hard time starting or when i give it a couple of quick revs it also pours smoke out the exhaust for a minute or so. But when im driving and just mash on it, it doesnt smoke at all, only when i give it some quick revs or its hard to start. It idles kinda low, around 700rpm on a good day, and it doesnt make any power until about 3,500k. So i think it is a timing issue. The question is how do you adjust the timing on the FI 13b? I have looked but found nothing specific and i have limited internet usage at work which doesnt allow me time to search for hours. This is also my first rotory motor so any tips on this motor would be great. What works well with them, what to keep an eye out for etc.

You have something called a crank angle sensor to adjust timing. All you need is a timing light and a 10 mm socket+wrench to get started. It's that thing next to the alternator that has round top. I'm sure you could search on here and find a picture. Alternatively, look through the FSM in the faq and it will explain how to do this with far more detail than I could.
