Timing an issue?

Timing an issue?

After trying oil in the plug holes and turning the engine over, I'm still unable to get my ' 87 RX-7 NA started. I got the car from a friend of mine who had the engine rebuilt. It hasn't ran since this was done. It still sounds like it isn't building compression since it turns over very quickly. Would towing it with another car help to get it started?

Also, is there any kind of a timing procedure for this car? When I turned it over after putting oil into the plug holes I got a bunch of smoke out of the exhaust. I also cleaned the plugs while they were out.
