TII high idle

TII high idle
working on an '88 TII. has a high idle. I can't figure out what the hell is wrong with it.
I pulled the UIM and found a ton of vacuum leaks in the rats nest. Decided I didn't want to deal with that so I just removed it. blocked off the ACV (left the airpump on for now but it is doing nothing), blocked off the EGR too.
Tested for leaks now and there's still a tiny one but I think i've got it fixed. If I put 10PSI into the intake manifold it takes more than 5 seconds to leak out so I'd say it's not that bad. But anyways, I've probably got it fixed.
The car still has 1500RPM idle bounce even with zero vacuum leaks.
I have the idle screw on the BAC all the way in and the throttle blade stop backed out so far that it's not even contacting anything.
At first I thought the thermowax was sticking so I ziptied it out of the way to see but it's not. The throttle blades are 100% closed.
I'm not even sure how it could be idling so high with no leaks, and the throttle body 100% closed.
