Thingy Mabober broken ? Help? =)

Yea, well I was putting my intakes and wiring harness and all that jazz back on my engine that I rebuilt for the 3rd time... and it was bitter cold.. well I broke a vacuum thing of some sort.. which I can't locate in my books.. It is circular plastic (black) with some hoses going in and out of it... And one big black elbow joint hose going into the OIL FILLER where you dump oil into the engine.. Well after it broke I noticed this white bubbly residue forming inside my oil filler cap and I don't like it one bit.. Assuming this vacuum valve removes that.. and since it's broken it's not working properly hehe..

My dad mentioned something about PCV or something.. Any help would be nice.. Thank you all..

Thank you very much! answered my question fully.. I did search for some odd ball searches, but couldn't locate what I was looking for.. and I wasn't sure if it was called the PCV or not.. and didn't even think to search for it.. My mistake... Thank you!
