What exactly is a haltech. Isn't it an engine management system? I need more

Yes, it's a replacement management system. Many of the items under the bonnet that are controlled or used by the stock ECU become redundant then aftermanket management is used (mainly emissions related, but other stuff too like the airflow meter).
If you look at the before and after pics posted here, you can easily see the major items that've been removed, like the battery, power steering, A/C, intercooler, airflow meter and air filter (going back in hopfully!).

On this subject, where is the ACV and I am pretty sure I need a block off plate to remove it, right?

the ACV is right above your turbo. yes you need a block-off plate, either make one or get one from mazdatrix, K2rd, or racing beat. if you're taking off the ACV, take off the air pump too. it will make putting a custom TID on much much easier.

Yea I tried to take everything out that I possible could take out and still have the car run. I have about 3 boxes of junk I took out. To do this though you will diffinately need some sort of aftermarket fuel injection that doesnt use all that other stuff.

I took out my P/S, A/C, air pump, and my BAC, EGR, and ACV are coming out next. I'll have some pics when I'm done.

If you put an ACV blockoff on a TII, Mazdatrix says you need to drill into the plate and add a vacuum fitting. Does anyone have any info on that?

I dont have a vacuum fitting coming out of mine, you can pull a vacuum soarce from somewhere else if you want. If not then you will have to add that other fitting.

I'm thinking of getting a replacement for the huge stock mechanical fan (the main fan blowing on the engine), but I have no idea what to look for or where to look. any ideas?

What exactly do you have to add and why?

Everyone I have talked to has either said to cap the vacuum lines or just T-off another line, so I guess you don't really need to add anything.

There are four vac lines on the ACV. One goes to the pressure sensor, so that has to be tee’d into the BOV line. The other three are just capped off.
