OK dont ask dumb questions. Of course you can. there are wires that come out of the back of your tailights.
Get a test light, find 12v when the lights are on. Wire in a siwitch to both, or if your an electrical type person(obviously not) do something even cooler. but for now mount the switch in your glovebox or wherever and enjoy running from the cops.
BTW dont mean to be rude but all these people ask these questions when all you have to do is think for two seconds.

Dude, wire them all into one switch, and then ground it out before the lights. You'll make a short to ground and the taillights won't come on. Just make sure you turn the switch back on when you get pulled over for running from the cops. No one can outrun a Motorola. Also, make sure you have the switch mounted out of the way, with a protective cover on it so you don't accidentally switch it on and have someone rear end you because you did something stupid.

rewire your radio, if u have an aftermarket CD player, run a seperate power wire (instructions should be in the owners manual, or you can find instructions online somewhere) you need to run one from the battery (batt mem) and possibly somewhere from the igniton fuse to get power when u turn the igniton on and off, the aftermarket radio may be overloading the circuit.
i had a similar problem, where my dash lights, tail lights, and front parking lights would go out, the cause was a wrong bulb in the left-rear running/brake dual filament bulb
