Tail Light Problem

Hello, Im new to these forums, and I would appreciate some feedback on my question. I have a problem with my tail lights, I have the S5 Circle Taillights on my T2(I hope I got the series number right ) When I turn on the lights the tail lights work but they dont get brighter when I press down the brake, you know the brake light. I was wondering if that is an electrical problem or just the bulbs, If it is the bulbs, I have to take the lights off the car to get to the bulbs right? I thank in advance to whoever gives me some positive feed back on my question.

If they all quit at once. I'd look upstream for a common failure point.
Maybe the fuse or the brake pedal switch.

I'd check the brake light switch which is just above the foot pedal and make sure the switch is still connected (assuming all the bulbs and fuses are ok). As for replacing the bulbs, you don't have to remove the lights. Just open the covers of your interior inside your hatch and you'll be able to get to the lights.
