Proper lowering springs will make the ride a little more harsh, but will improve road hold and high-G cornering IF they are also installed with upgraded shocks and struts. Sometimes camber plates are also required, depending on your setup. It is highly recommended to change out all of your suspension bushings when you upgrade the springs and shocks/struts because the old bushings can ruin your new parts and it is more time efficient to change everything at once.
Common RX-7 street upgrades are Racing Beat, Eibach, or Suspension Techniques springs combined with Tokico Blue, Tokico Illumina, or KYB AGX shocks/struts.
Performance wise:
Cut springs will fail and if not done perfectly, you'll cause the structure of the spring to twist unusually. In short, you just destroyed your spring.
Aftermarket springs are much better and getting cheaper now-a-days. RX-7s aren't exactly new so the suspensions aren't exactly in best of condition. Much better performance.
