Surging Issue

Alright, it's on a 89 NA.

It has new intake gaskets along with multiple new vaccum lines replace on the rats nest of lines.

I have set the TPS to 1 but when set there it idles around 1500-2000 just bouncing up and down.

I can't seem to find any vaccum leaks and I don't hear any leaks.

The BAC doesn't have any adjustments on it so I can not adjust it.

I have set timing both with the CAS and the Timing light.

Any Ideas?

TPS... you must set it with the engine warm
