Surging idle when cold

Surging idle when cold

When I first start the car no matter the temperature outside it always surges from idle to about 1600rpm. It only does this when in neutral/park and goes away when I move the car and when the car warms up it goes away almost completely which I will get to in a second...
When warm and I shut it off to go inside to a store and re start it, it will almost do the same thing for about 15 seconds then goes away as before.
I have tried the following things:
Adjusted TPS as per manual
New plugs and wires
New fuel filter
Any help would be appreciated guys as it's very annoying and disturbs my neighbors.
Edit: now that I thought about it it's more like a build up of RPMs and then just cuts out and drops fast then repeats ...

Upon closer inspection these are loafers haha (The Simpsons reference - McBain)
Anyways. I checked the make sure everything was there and I believe it was. I checked to see if the little pin the moves operates normally and it doesn't move from cold or warm. I even tried hot water on the area.
It's touching the lever but not doing anything. The throttle body seems to be working fine as in I pushed the lever by hand and it does as intended. Push one way and it rises, pull the other way it almost stalls.
I also tried looking for the adjustment screw on the accelerated warm up lever but could not see anything from above. I took some photos but still couldn't see it. I wanted to see if I could adjust it away or closer to it to see if it made a difference.

re-check the TPS readings (because it hot now) change a new thermostat, clean/scrub 6-pin connector with alcohol. im having the uissue with my turbo s5. hope this helps out
