stupid side brake!! need help

stupid side brake!! need help

I have an 86 and I cant get my side brake to hold well or break the rear tires loose, except in the rain. The handle is pretty low, so its not the adjuster. I can pull very hard when Im rolling, 15mph and the car kinda slows instead of skidding. My 90TII doesnt skid till the pads are semi warm but I cant get the 86 to do it even if they are hot. I wasnt sure if its the cable. Ohh also I can park on a hill and get it to hold good, just takes a bit of effort.
Im askin cuz I read, I think on "velocity is faster" about FCs drifting and the side brakes not being able to lock or something.
Maybe Ill just replace the cable and hope for the best?

1.There are 3 swivel joints in the cable system--generally people do not lubricate them because of location(up under the main cat heat shield).
2.The actuator in the rear caliper tends to seize up over time and reduce the effectiveness of braking.

Anyway bif you want to drift just drive faster,or get the crappiest tires you can find.
