FL Stolen project.... Need help to get it right again

So to make a long story short my 87 rx7 was stolen... They stole the intercooler piping radio hatch blah blah blah. Left the turbo tho...

So yesterday i get my car back from the shop. They installed the intercooler bov piping n i put in the boost guage which they also stole....

My car doesnt want to idle right.... Idk what it is. And the boost guage is reading 10 vac all the time n when i step on it itll go to 0... I hooked it up to 3 different places and it still reads the same.... Idk if its the tps tht needs adjusting or the bov. I tried both n problem still stands. Also if i boost a lil bit and i get on the clutch to stop it shuts off...

Any help would be great. I have a feeling its the bov but not sure how to correct it.

Compression test. 10 inHg is low. A healthy engine should be in the 15-20 inHg range.

That sucks guy.. Sorry about the 7... Ya know get an alarm. get fuel cut switch. I know of a good place to put where you can never see it and can only barley touch it with the finger. And well other tricks. They would be trying to start my car till the battery is dead :P..
