Stock BOV (By-pass, w/e) leaking?

Hey guys, i have an 87 TII and i tried to let my stock BOV vent to atmosphere but it creates a vacuum leak at the blowoff valve itself, it is not seating fully. Is this normal or is the spring worn? You can plug it, and it will idle fine (stuck my thumb in it). I was able to plug the other hole in the intake tubing (where it would normally re-circ to, right behind the MAF). It boosts fine (actually over-boosts) so im not sure if it is leaking or not. Does anyone know if the stock Re-circ/By-pass/BOV is supposed to be partially open at idle? Thanks Guys. Rotaries forever!

Umm.... I do know that a friend of mine's was leaking enough for his car not to idle properly. I put my thumb over the hole and it idled just fine. This could be a common thing among bpavs.

The stock BOV is open at idle. It's normal.
