Starting problem with newly installed engine

I just installed a low-miles used engine in a 1989 Rx7. I am getting good spark and fuel, but it will not start, nor does it even sound like it wants to. The fuel injectors, in fact the entire top end was taken from the original engine which still ran right before it was pulled because of low compression in the original engine. I also used the original wiring harness. The compression of the "new" engine is good and I have checked the coils and a number of other modules. Does anyone have any kind insight into what could possibly a problem I haven't checked? Thanks W. Roberts

Timing.

Make sure the CAS is installed correctly.

How do you know that you're getting fuel? Are you certain the injectors are firing?

WROBERTS....take the two top plugs out and have someone spin the engine while you hold one of those plugs next to one of the l/h strut tower bolts. You should see spark at the plug and most important, a fuel mist coming out of the spark plug holes. Got spark and fuel mist? Then do as Silkworm says and check that the cas is installed right. Just remember when installing the cas, that the shaft WILL rotate as you install the cas. You need to take the black cover off and make a mental reference to where a set point on the rotating gears is in relationship to a fixed point on the non-rotating part of the cas. Thats to be done AFTER you align the reference mark on the bottom of the cas body with the reference mark on the rotating mark on the bottom of the cas. Heck, those instructions even confuse me. Oh well. If you need a page out of the manual I'll jpg it.
