Starter wiring problem

AB Starter wiring problem

hey guys, ive got an electrical problem with my starter. It seems no power get to the starter motor unless a certain connector is jumped. I attach pic.
i would just leave it but, ive read jumping that connector is used for checking idle speed and if left in will affect performance. once its started i can remove the jumper and nothing changes but have to put it back to start it again. the connector is in the upper right corner of engine bay by the firewall. Should i just forget about it and leave it jumped?

any insight would be great!

previous owner seems to have done a bunch of stuff to the engine, not %100
sure everything is legit.

If you do not have a starter cut relay then the plug pictured requires a jumper wire or the voltage coming from the ignition using the Black/Green wire cannot possibly make it to the Black/White wire which runs down to the starter solenoid. The plug pictured is not related to setting the idle as that would be the initial set coupler located near the lead coil (not trailing coil).
