Starter Ground wire?

Starter Ground wire?
I find it odd and out of place and this is why I am asking the question. I pulled my engine and just put it back in and was wiring the starter back up and noticed a ground wire with a black boot that is the perfect length to bolt on to the back of the starter on the solenoid. I find this odd that it has a boot, and that it goes to the back of the starter and it is showing to be a ground via multimeter. Why would there be a ground wire for a starter that is grounded?
I know its not a ground for the bellhousing bolts because it already has 3 grounds.

The only large gauge wire down there with a boot isn't a ground, it's the battery feed for the starter. It's the only large gauge wire that'll reach. The actual engine ground is bolted up along the bellhousing.

I guess its possible I have a positive cable laying somewhere while the battery is disconnected grounding the positive cables.
