Speedometer racing when cold

Everytime it is very cold, my speedometer races way beyond normal and I hear a winding nise from the instrument panel. However, once the car heater warms up the interior, it acts normal.

Any suggestions,
Thanks,
MCH

Same exact problem with mine.
