Smog pump mounting

My smog pump is going to be used on my 6PI actuators, and I had to remove it to get to an actuator. Well, I'm having a problem with the spacer for it, the damn spacer won't fit! Should I remove the pump and beat the spacer into place, or what?

Can someone offer some guidance?
