small problems: steering noise and brake idiot light

So my idiot light that says brake is on constantly. I'm guessing it's for the ebrake sensor or something like that, is there anything else on the car that triggers this one?

There's also a weird scraping sound when I turn my wheel side to side. Seems to get louder and more noticeable when it's cold outside, but doesn't seem to affect driving. I looked around under the car and couldn't find anything. Any ideas?

Thanks!

It's an 89 N/A btw!

The BRAKE warning indicates that either the ebrake is engaged or the brake fluid level is low.

Do you have a stock steering wheel?
Aftermarket hubs sometimes rub on the steering column surround trim.

Take a bottle of spray lube and spray around the steering linkage, see if that helps.
