remove the intake manifold at the block and pull the 6 port sleeves. clean them with carb cleaner or equivalent and then clean the block where they go with the same....

I'd be willing to bet the sleeves aren't dirty and that you have a siezed actuator though. Remove the actuator and try to push it in. (normal range of motion) If it won't move freely then you've found the problem.

To fix the siezed actuator you need some form of penetrating oil (wd-40) and some force. Hose the shank down with the lube and let it sit for a couple hours, then using some assistance (ie. hammer and vise) tap on the top of the shank to force it to contract (what it would do if there were air pressure applied to it) then using pliers pull it out again. Repeat this untill the actuator moves with some resistence (it does have a spring in there) but otherwise freely.

I only had one that was stuck on my car with 120Kmi after sitting for several mo's awaiting becoming a project. (when I bought it off the guy for 450 bucks)
