Most fuses are in the fuse box under the steering wheel to the left. Some are also under the hood, driver's side, on top, but it's probably not one of those. Start pulling them until you find the one with the broken metal line and replace it. If it blows again (good reason to buy extra replacements, btw), open up your mirror and mirror switch stuff and try to figure out what's shorting out. Maybe the coils in the motor are all burnt and shorted, for example. If none of the fuses are blown, the problem is elsewhere. Open up the mirror, apply 12V to motor to see if the motor works. Find the switch, check for conductivity in various positions using a multimeter to see if the switch works. Etc. Replace whatever is bad, or if there's a bad joint that isn't conducting then re-solder it.

A multimeter, soldering iron, solder and solder sucker or flux or solder removing braid are good to have on hand for doing general electrical work anyway. www.allelectronics.com has some good deals as do various dingy electronics stores or you can get ripped off at Radio Shack if you must.
