Setting the TPS

Setting the TPS
89TII w/ 3" TID and jspec engine
When setting the tps, is it more important to have the correct resistance values or have the lights come on at the right times? Here is my problem and I have an idea for the reason:
The car hesitates with the tap of the gas pedal. Constantly increasing pressure on the pedal results in no hesitation though.
Idea:
The resistance on the tps (when closed) is lower than the FSM says it should be, so what I'm thinking is any throttle will increase the resistance in the tps, however it will still be below where it's supposed to be so the ecu still isn't putting the right amount of fuel (i still have to figure out if the result is lean or rich).
Does anyone understand what I'm talking about? and if so does it make sense?

I use the MM to be sure the TPS doesn't have any dead spots as the throttle is moved to WOT, then I use the lights to be sure the ECU is seeing the correct voltage.
Make sure car is at operating temp.
After you verify the TPS is good, plug the lights in and adjust the TPS so that both lights come on. Turn it back until one light just goes off. Hit the throttle a few times to be sure it returns to the same spot. Now, turn it back 1/4 turn and you are done.
Go for a drive and see how it is. It may need some fine adjustment, but that is a good starting point.

I had the problem "jimmyv" mentioned. My VOM needle was jerky as i pushed in the TPS. I sprayed some contact cleaner in it, pumped it a dozen times and it smoothed right out..
