Question S5 Fuel Pressure Question

Alright, I've been reading some existing threads and think that I had my fuel lines backwards somehow, but have resolved that. I also put in a new fuel filter.
My car:
89 GTU
Stock replacement S5 rebuilt engine, no mods

My question:
I know the pump is working and have tested to make sure fuel is getting to all of the major junctions (after the filter, after the primary fuel rail and even pulled one of the secondary injectors and had fuel come out).

But, the fuel is not making it to the return line back to the tank, it stops at the end of the secondary fuel rail. I have the injectors in, the pump running using the test connector and the key on run. I have the fuel line off and the rail goes into a container, but no fuel comes out.

Should the fuel pass the FPR when it's not running or will it open up after starting?

If not, is the FPR bad?

Thanks in advance.

Please?

I put everything back together and nothing changed. Still no fuel passing coming through the return line.

It's an uncommon probelm but it does sound like a bad FPR. Fuel should be coming out the return line with the pump running.
