S4 fenders on an S5?

I have a 91 na w/ no front fenders, will my 86 fenders fit on it?

As far as I know, they'll work okay, the only thing is that there is a difference in the bump strip along the center of the panel, but I'm sure you noticed that...

does the front bumper have to be off the car in order to install the fenders? or can i do it in any order?

You'll have to take the front bumper cover off (the part you actually see, that's painted the same color as your car), as there's (I think) 3 bolts to the front quarter panels under it, and the front bumper is secured to it.
