S4 Cpu

Okay, I have an 88 GXL, so I have the S4 Non-Turbo CPU. When I bought the car the horn didn't work, nor did the beeping when my lights are on/engine off type of thing. So I looked at my cpu and the 16 prong connector wasn't plugged in... so i plug it in and turn on my lights and the buzzer starts ringing, sweet. Horn still didn't work... So I take it out resolder all the joints everything... Plug it back in horn works, light warning works, perfect. Turn on the car, runs fine etc. Turn off the engine... the horn no longer works, nor does the light warning buzzer... but if i unplug the 18 prong connector, let the power dissapate then plug it back in... it will work until i start the engine again.

Was an aftermarket alarm system installed in the vehicle?
Installers tend to mess the wires up on a cheap install.
