Question RUST under the hood

I own an 88gxl and the rust under my hood is such an eyesore every time i open up my hood. What would you guys recomend for getting rid of some of it. Its like basic stuff like pipes, brackets, bolts, there is some on the engine but im not too woried about that right now, I mean should i replace rusted parts or is there a spray i can buy that will maybe get rid of some of the rust??

Sand, reprimer, and touch-up paint. Or you can use some of that rust converter stuff, but it really dosen't work well.

just rusted bolts + brackets + stuff? or is the engine bay rusting? I replaced lots of rusting bolts and brakets in mine. If it's the engine bay walls, then sand, reprimer, touch-up paint.
