rubber seal at bottom of tranny

what is the rubber seal/cap/thingy at the bottom of the trans for? It's about 1-2" away from the oil pan. My is partially ripped, just trying to figure out if oil is leaking from there.

Its the viewing port cap.

Keeps crap out of there and it normally allows mechanics to observe the clutc/flywheel area for problem trouble shooting.
