Arrow Rough areas of body

Has anyone else noticed the bottom 6 inches or so of the sides of the fc is a totally different texture form the rest. its kind of rough and the area has a tendency to turn white. it is on the bottom of the front fender and rear qp. I though my car was just funky till i recently bought a fender with the same deal. What is the purpose?

Also known as rocker schutz, it is used to protect the lower rocker panels from rock chips.
