Rotor/Hub Bolts , Needed? Removing broken one?

I wanted to swap rotors and pads on the rex but each rotor is ofcourse secured by 2 screws and with my luck one of the screws is fucked to all hell.

I am planning to use an extractor to get it out , is there anything else that will work?

Secondly are they needed ? I've seen cars with and without them so thus the question of are they necessary or if I ever get them out can I just leave them out. If not , why not?

Thanks

Easier just to drill the heads off the bolts. I don't see what purpose they serve. The rotor is held tight once the wheel is on, and since you can't drive without the wheels on...

Those stupid phillips screws are there to keep the brake rotors from falling on your toes when you remove and reinstall the wheels.
Basically, yes, they are not necessary.
