Arrow Rewiring the fuel pump 88 TII?

OK guys i know this has been covered but when i search it only states that people have done it and it helped but not how u do it, my only question is which part of the fuel up system are u rewiring. Are you redoing the wires that are in the tank, or the wires that run from the front of the car to the pump???? Can someone do like a quick breakdown of how this is done please, and how exactly do i test mine to see if its getting proper voltage cause theres like 3 or 4 wires on top???

Please help me out here guys...

Thanx alot

Ok i went out to test the fuel pump, well i cranked the car and got out the multimeter and put the positive on the black wire with the white stripe and grounded the negative end and i was getting right at 10 volts at idle constant, is that normal, is there anything else to check????
