replacing tie rod help

I am trying to replace the inner tie rods on a steering rack but the open end of my 24 mm wrench is too thick. I tried using some small needle nose vise grips but it only strips the bolt head. Any suggestions on how to get them out?

You can grind a standard wrench per twilight's advice or you can try an auto parts place that has a "tool loan" program. Most places will loan you whatever tools you need. The deposit is the cost of the tool and if you don't return it, you own it. There's also tons of cheap inner tie rod tools out there for around $30-$40.
