Removed intake manifold removed sleeves, whats this vac line for, its not in the fsm

there was a vac line on the back of the intake manifold that was not mentioned in the fsm, i was unable to reconnected it(yet) b\c the 17 year old vac lines are hard as rock, what is it for, the car wont idle now so i imagine thats the problem, i also was unable to reconnect the 2 subzero starting line, which it never getts cold enough anyways, but would they effect it? the car will stay stedy at 1.1k rpm with me holdin the gas in a little, and damn its fast up from 2.5k to 7.5k, i can tell really well, but i kinda would like it to not die when i left off the gas ....
