Rebuilt motor, problems!

I built a motor for my '88 TII. I used 10k mile housings and OEM 2-piece apex seals and RA combustion and water seals.

The engine is now installed. I set the CAS to how its supposed be.(matched up the arrow and the dot on the bottom, installed it when the main pulley is on the right-side mark). When the engine is running, sometimes it will run well, then when I touch the throttle and let it idle back down, it will sputter and skip. Then I would adjust the timing via the CAS and it will idle good, then it will happen again. I don't think I have a vacuum leak problem because it that is the case, then it should never run well.

When it idles well, and when i try to rev it up, it will idle fine up until 3000rpm. at 3000rpm it will start skipping, sputtering and missing really bad and there will be backfires.

Also, is there supposed to be ALOT of white smoke? I did add some pre-mix

If someone can help me that would be really awesome. I think its time for me to get this car on the road. Thanks!!

white smoke is usually an indication of coolant in the combustion chamber probably not a good thing.
