IT looks...like...a piston ring.
It's maybe 1/16" thick, and about 1/4" in diameter or so. IT is a fairly thin piece of metal with a gap between the ends. It goes on the rear of the shaft, by the turbine wheel. This is what generally wears out and causes smoke via the exhaust. It's probably the most important part of the turbo rebuild.
Even with new parts, rebuilding old stock turbos is a crapshoot. The turbine housings usually crack and warp a little and make the rebuild suspect. The surface that this piston ring rides against in the bearing housing sometimes warps or wears in such a way that even a new ring will not seal well and you'll still get oil in the exhaust and smoke. This is more so the case with the heat-sink FD twin turbos, but does apply to the old FC turbos as well.

You paid too much. Next time go to http://www.gpopshop.com/services.html
Go to MAJESTIC TURBOS online to read about how the oil is sealed. http://www.majesticturbo.com/
The metal ring next to the penny is the seal.
The turbine seal sits in a groove nearest the turbine blades as noted in the attached jpg.
