rebuild won't start/cold start problem?

just finished rebuilding my buddies TII, and we're trying to start it up, but it won't fire. timing is dead on, and we can hear the injectors clicking. doesn't seem like its flooding. we sprayed a bunch of starting fluid in the combustion chamber, and it starts up for a few seconds, but dies in what seems like the amount of time it takes for the starting fluid to burn off. So, what I'm thinking is its not getting enough fuel?

also, when he bought the car, it had problems starting when its cold... in fact we couldn't get it to start at all once we got it back to CO. (picked it up in las vegas).

I was thinking the water temp sensor? checked the resistance, and at about 50 degrees F, it was ~2.9 ohms, which seems to be in spec. now I'm thinking a break in the wiring? also, fuel pressure during cranking is ~28 psi, which seemed a little low to me. about 50 psi at 'key on'. oh... also, the fuel pump wasn't running at all during cranking, but it would run when you push open the flapper door on the AFM, so we had to jumper it. could this somehow be related?

if it is a break in the wiring, does anyone know which pins these wires are on the ECU, so I can check that? trying to get the car running for a drift event this sunday... so I'm a little worried... hahaha. any help would be great. thanks!

I didn't do anything actually... just came back later after eating dinner, and it started... lol.
