I think cause I have no cat and air pump
I can install the air pump but how can I pass w/o a cat?

No way in hell you'll pass without a cat.

 

I am useing RB complete exhaust(down pipe to mufflers)
so what should I do?

 

buy a cheapass cat from a muffler shop and have them weld you a cheap *** muffler onto some pipes with the cat somewhere on the pipe. just disconnect the rest of your exhaust from your downpipe and have a pipe with cat put it right after the downpipe
then just take it off and put your regular stuff on after you pass
