rapid clicking sound coming from CPU and hazards rapidly flashing

so my hazards are flashing extremely rapidly along with my CPU rapidly clicking. I found it was the main board in the cpu making the clicking noise by simply unplugging the sections of the cpu one at a time to see if it stopped. so I took it out and resoldered all the contacts (the only thing wrong that i could tell was one of the ground contacts was not contacting ground well according to my DMM). Now it does it more frequently; originally it would come and go seemingly randomly, but after re soldering it is constant. I can also get rid of the problem by pulling the meter fuse from the main fuse box next to the cpu. I can't find a connection between these two items. One seems to control the meters in the main dash and the other controls some of the hazard lights.

i recently replaced a 105 amp cs130 made by DELCO that died from a short between the positive post cable and the alternator casing with the same model rebuilt for 135 amps. It worked fine but after about a week this problem popped up. I hope they aren't related.
