I've had a question on this before - and have been slightly told my answer...
Mine is all the way to the R on the switch. Is this the cause as to why my car keeps running REALLY rich on start up, and after 20 mins of start up? It still blows white/blue smoke. Even when temp outside is cold / warm..... been doing it for the past month or so.

It's called the Variable Resistor. Only functions during idle. R for richer, L for leaner. Only during the idle. I don't know what else can be said about it. That's all folks. We'll, I can turn mine on my car and observe the wide band meter and see it go from a rich reading of the lower 11's to 15 or so by turning the screw.
