Maybe, maybe not. The hesitation is usually caused by TPS or ground problems. Try a search on "grounding" and "3800 rpm hesitation". It's been covered more times then I can count.

Do this step first, it's less work and probably more likely.

While you're at it compare to spec the resistances of the crank angle sensor, solenoid resistor pack, AFM, injectors....that's all I can think of at the moment. Your injectors could be clogged as well, getting them clean and balanced or replaced is another option.

For grounding you could do the boost/pressure, ECU grounds for the injectors, -ve battery terminal, engine grounds, TPS ground and if you want the grounds on the injector harnesses.
A clogged cat could be another possiblity.
