Quick fuel pump voltage question

How much voltage should i be seeing at the fuel pump with the fuel pump check connector bridged and the key set to 'ON'?

only seeing 8.5 volts.

That sounds like something is actually broken, or you're somehow not measuring the voltage properly. Is that voltage measured across the blue and black wires on the 4-pin fuel pump connector?
