Question for those who have depowered racks

I have a question for anyone who has depowered a steering rack the "right" way. I'll try to make this short. Basically, I had a friend weld my control valve assembly up. I gave it to him once, and all he did was fill in the holes in the middle of the gap. I guess he didn't understand completely, so I showed him the pictues from the writeup and I got this back:

He is a pretty busy guy and I don't really want to bug him about it again, so I was hoping someone could tell me if that will eliminate all of the slop. If not, I will have to find someone else to weld the rest of it. Is there any way to tell if it's ok before the rack is installed on the car? Any help would be appreciated. Thanks.
