question about startup

question about startup
Ok, so ive been having this slight electrical problem that i cant seem to figure out. So far all the testing ive doen ive come up with it being a ground. Im probably wrong and its probably something stupid i over looked, but oh well.
Ok, problem is this.
When i jump the fuel pump, its on, it flows.
When i try to start the car, the pump does not turn on.
if i jump the pump and try and turn the car on, the injectors dont fire.
thats the problem in a nutshell.
ive tested the relays and both fuel relay and circuit open relay are getting power, however when i ground out the circuit relay at the actual relay the fuel pump will turn on with the ignition to ON. I havent tried grounding it out right there then trying to start the car, im hoping i dont have to change the ground and i can just figure out this problem.
One question i do have is this: if the ecu doesnt pick up any coolant in the system. Will the car start? Right now there is no coolant in, there is oil however :-p for all you people that will try and flame me.
I just want to get this fuel problem fixed before i put in coolant since im taking on and off alot of things i dont want fluids everywhere until its ready to go.
but yeah, if anyone has had a similar problem or what not please do enlighten me!

Its hooked up, i will double check to see if its working right. I know it needs to see air before the fuel system turns on on the s5 also. Anything else you can think might cause it?
