Question about electric smog pumps

For those of you who are running electric smog pumps (airpump), I have a question. IS there a way that you can wire and mount this up to be working 100% of the time, to mimic the stock belt-driven airpump? I ask because I am going standalone ( Haltech ) but I still need to pass emissions tests. They dont do a visual, just the sniffer. I need a cat, but dont have a way of controlling the ACV with the haltech ( ok I might be able to , but id rather not). SO... if I got a electric smog pump ( such as on LT1s..) could I wire it up to work all the time? Id rahter not have to swap out cats once a year for emisisons, and just run a nice 3" high-flow cat all the time.
