Question about acceleration (fuel)

I just noticed this tonight after I re-soldered my CPU joints but I dont think they are related.
I checked everything to see that it works after I hooked it up and went for a drive.

At really low speeds when I let off of the gas pedal it just drops off and lurches.
I checked it out at a stop and noticed that when I just barely give it gas to about 1500 RPM it just bounces up and down between 500-2000 RPM. I can accelerate it just fine and it idles rock steady but when I barely give it gas it just surges.
Any ideas?
I read all the previous posts I could find on this and they all said to adjust the TPS. I have no idea where this is or how to check it.

By the way I have a 1986 RX-7 GXL (No Turbo)

Well its not happening today so I thought maybe it was because I had things disconnected? or maybe a dead spot in my TPS?
