powersteering intermittent

So when i got the car the powersteering didnt work at all, i saw it had a pump so i figured it was low on fluid or just didnt work. the pump never made any whinning noises not now or when i first got the car. well its funny cause the powersteering sometimes works just fine and sometimes its completely off. ive noticed the powersteering pump on this car is pretty big and there are a few connectors coming off of it. is this thing computer controlled or what? also is there a good reseal kit for it? ive looked on atkins rotory but found nothing for it.

Also im not sure if this is connected or not but while im driving i here a faint beeping noise coming from under the dash, not a coolant or oil buzz but a light beeping noise. po stated it makes this noise becuase of the aftermarket wheel. did this car come with an airbag? i would think not cause its an 87.
