possible fuel problem?

When I crank the car, it usually takes awhile before it catches. When I check the lines that follow the fuel filter on the right rear of the engine, the lines are empty. Are they suppose to be full? I thought the car is suppose to hold fuel pressure even after the car is off. I thought this could be the problem, because the lines lose pressure and have to build up before the engine gets fuel. Any other ideas and what I could do to possibly fix this?
Thanks!

Could be that. Ho old is your fuel filter? Also could possibly be ignition related.

Ditto to Ryde's comment. It may also be that the fuel pump sock is all gummed up. If you have changed the fuel filter maybe check the sock?

You have a 17 y/o car.. chances are it has never been cleaned/replaced.
