Plugs, CDI, Dwell Time Improvments

Been having some issues with fouling lately.
First on the dyno running race gas it would miss at 15 psi sub 11.5 afr,
then today I noticed on pump gas that it was missing bad around town at 12-13 afr's but, not boost(sometimes it's hard to tell unless you see it on the dyno).

I leaned the round town afr a tick to clean them up but , can't figure why the are fouling in that range.

Anyway

I have fresh NGK 9's all around.
FC 1000 CDI
Dwell Time at 4.1ms
No AI system yet.

Think changing the dwell to say 4.5 would help, I don't want to fry the coils though with the CDI added?
Maybe try some platinum NGK's?

I also wonder if my dip in power post 7,000rpm is related to the dwell time/ignition or just because it is a stock port.
