Parking Brake

Ok since I bought the car the parking brake has never worked there was no tension on the the lever. Took the rear wheels off and the cable is fine I can see it moving but where the end T fitting connects to the caliper it is stuck in the "on" position but my parking brake is not on, the rears turn freely with no braking applied. My question is how to I unseize the parking brake or what do I do to fix it? Thanks

It's likely that the cables are seized at the ends. It is quite a common problem. Replacements are cheap enough at the dealer (get all three) but access to them under the car is a bit of a pain. You need to pull the driveshaft to get at the main cable and any rust will make the job a real *****.

The cables move when the lever is pulled even at the calipers the the catch an what looks like a spring on the actual calipers that is stuck as if the lever is pulled

Any ideas about the calipers? Should I take them off and try to free them up?
